Hey I know at WDW you can use the fastpass anytime after the time scheduled. Does the same rules apply at DL/DCA? Thankss

Yes! :)

And you can hold fastpasses for both parks at once - the fp systems are not connected.

FWIW, the policy of accepting FPs after the window appears to have begun at DLR. They have been doing it longer than WDW I believe. Not sure exactly when it started, but we used late FPs at DLR in 2003. :)

Was there a time when they enforced the time windows on Fastpass? Does that ever happen nowadays on high-demand Fastpasses like Toy Story Mania at DHS? We've only been getting to the Disney parks regularly in the past few years so the late acceptance seems to be a regular thing.

I do not know if they ever enforced the FP windows. I think they did at first in 2000 or 2001? I never hear about it being enforced in recent years - other than you cannot use the FP before the window. That is always enforced. But after the window? Zero enforcement in my experience.

Just for clarification, Timchat is talking about TSMM at DHS not the DCA version which does not have FP. Don't want anyone searching for the FP distribution area that doesn't exist on Paradise Pier.

Ah, good point. I didn't mean for any confusion. It was just the first high-demand Fastpass that came to my WDW-oriented brain. :)

On nights that are absolutely maxed, capacity-wise, like New Year's Eve, possibly 4th of July, and other VERY crowded nights between Christmas and NY's, I would not rely on it being accepted. If needed, they will enforce the window to keep the FP line, well, fast.

I was there last August where there were 3 showings of fantasmic in a night and not once did anyone question the return time. Matter of fact, in the last 8 years no one has ever even blinked an eye at the return time. Crack jokes, yes, but never refusing to admit.

But the CM can turn you away - and I would hate to give anyone the impression that there is absolutely no chance that it could ever happen. As a general guide, no CM will turn someone away because of the return time. However, when the Park is at capacity, they very well COULD and I think it's important that this is remembered.
