Question about California Grill credit card hold:

Our ADR is currently for 3 people - but due to business obligations, our 3rd might not be able to join us. My question is: as long as 2 of us still show up to fulfill the ADR - there won't be a penalty...correct?
 
On a few occassions we have made an ADR for 4 people and shown up with 3, there has never been a penalty charged to our group.

My understanding is that the penalty is for groups that are no-shows, not groups that are missing a member from their original party size.
 
I would call and see if you can change it to 2. If you have a reservation for 3 and only 2 of you show up, they will charge you a no show fee. Especially going from 3 down to 2 because those are 2 different types of tables. If you want, see if you can make a reservation for 2 and then cancel the whole ADR for 3.

I would not just show up with one less person because, again, they will probably charge you.
 

You're getting conflicting info because Disney's actions result in conflicting info. I have seen some posters say they were charged for absent party members and other say they were not. Up to you if you want to chance it, because Disney isn't going to be clear one way or the other.

Will I risk losing my ADR if I call to remove someone?
 
You can't remove someone without canceling the previous ADR, so don't do that unless you are able to find availability for the new party size. You can always keep trying, even when you get to WDW - have the resort lobby concierge check for you. You can also make your case when you get to the restaurant's check-in desk in the event that they say they will charge you for the missing person - not sure about the odds on being charged or not being charged but if they do want to charge you and you state your case politely that the third person cannot arrive due to circumstances completely beyond your control.
