Question about booking room w/AP discount

I plan on buying AP's this year for our trip in May.I am thinking about booking a studio for my parents to come(not enough points to book for them)and I saw there is a 45%AP discount.Since I will not be activating a voucher until we arrive could we book the room w/the discount if I had the voucher in hand and activated it there?Or do I actually have to have an activated AP in hand when I book the room to get the discount?? Thanks.
 
Disney policy seems to change on that subjecy. It used to be you could book the AP room, and buy your pass upon arrival (as the resort desks do not handle APs, you needed to go to DtD or a park to get your pass). Others have said yo now need to have the voucher in hand, while others say they are moving to an activated pass at time of booking.

The best you can do is call Disney reservations (not Member Services) and see what they say.

The last time I went to book with an AP discount, I discovered that the special rate available to everyone on the Disney Web site was identical to the AP rate (Poly concierge). I'd compare the rates and just book without the AP if the prices are still identical.
