Question About AP Voucher & Water Parks

Can you buy an annual pass using a DVC voucher at Typhoon Lagoon or Blizzard Beach? I know you can go to Guest Services at HS, Epcot, AK, MK, or DTD and use the voucher to get an AP, but I don't know if you can do that at one of the water parks.

My sister and her family are leaving in two days for their first stay as DVC members at Kidani Village. Her plan is to have her husband and kids go to a water park while she stays around AKV awaiting her in-laws to arrive. She bought AP vouchers from MS and has received them in the mail. But my sister doesn't know if they need to go to a Park or DTD first before they go to the water park.

I believe the Guest Relations windows at the water parks are full service, so you can get an annual pass there. If you want to be certain, you may want to ask the question of Cheshire Figment over on the Theme Park boards. He's the DIS' resident ticket expert. He's a cast member, who I believe works at one of the water parks in ticket sales.
