Question about Annual Pass Discounts

I called Member Services to inquire about who qualifies to receive the annual pass discount. I was told immediate family residing in the Members home.

Where does a foster child or exchange student fall into this scenario? I was told neither would be your immediate family so no DVC discount.

Has anyone had a foster child or an exchange student and been able to purchase them an annual pass at the DVC discounted rate? Seems to me if they are residing in your home and you are watching over them as your own child they should qualify. I will go along with the rules of DVC but I am curious to know if anyone has had any experience with this scenario.

They used to have a definition of "immediate family" on the website but I don't see it now. I found an old post with the definitition that was on the website previously:

Who is eligible to receive the Annual Pass discount?
Disney Vacation Club Members receive a discount on the Pass for themselves and their immediate family residing in the same household only. At the time of purchase or redemption, your Disney Vacation Club Member ID Card must be provided and ALL ADULTS must present a valid driver's license or state identification card showing they reside in the same household.

Who is defined as "immediate family"?
"Immediate family" is defined by Walt Disney World Resort for discount purposes as noted below: Spouse/Registered Domestic Partner, Parent/Step Parent, Mother-In-Law/Father-In-Law, Child/Step Child, Brother/Stepbrother, Sister/Stepsister, Brother-In-Law/Sister-In-Law, Grandparent, and Grandchild.

You might make a case for the foster child but an exchange student is not "your child". If they are over 18, they would need ID with your address.

I would think that a foster child would qualify since you would be their legal guardian (I assume) but not an exchange student.

According to DVC neither qualify.

You are responsible for both. The exchange student is a minor (16) and will be with us for 10 months. The foster child could be with us for a few days to a few years. There are obvious differences but they are both living with you and you are responsible for their care while they are living with you.

Looking for anyone who has had experience with this situation.

I would think that the foster child would - you are their legal guardian, their legal residence is in your home. Are you the legal guardian of the exchange student? If so, then you might have that option. I'd call member services and ask explaining exactly what your legal status with the child is.

If in your state you have legal guardianship and parental rights for a foster child, then yes this child is part of your immediate family, and is you "child".
