Question about 4/3 deal and AP

My sister and BF are planning a trip in March. She has an AP but he doesn't. Should he book the 4/3 package for 1 person only as she doesn't need a ticket? Can she be added to the room once they arrive so she has a room key for Extra Magic Hours as that would be the only reason she needs one? Please advise. Thanks.
