Those 2 restaurants, as well as most of the restaurants at Epcot, are not owned by Disney. Non-Disney owned restaurants never appear on the preliminary list. The list is finalized at the end of the year. It can be expected, that any restaurant on the plan in the past, will continue to stay on the plan. In the history of the dining plan, only 1 restaurant has ever dropped participation.
BUT... I heard that Tutto Italia is closing its doors for a major renovation. In fact, it may possibly even change names and menus when it re-opens.
Thus, you can rest assured that Tappan Edo will be on the dining plan. As to Tutto Italia, I don't think they are taking reservations after the renovation starts.
