We have 2 day PH tickets that we were planning on upgrading to APs. Is it possible to upgrade them to APs and get a voucher that we will activate at a later date?

Yes.
Ask for that, specifically.

If the park-hoppers have already been used at the time of the upgrade, there's no benefit to - or even possibility of - not "activating", since your one-year clock will have begun ticking as of the date that the hoppers were first used.

Ask to upgrade to an annual pass certificate. The word "voucher" means something else and may confuse some people.

The tickets do need to be unused for this.

The tickets have not been used (we had APs on our last trip and had to buy the tickets to get FD). We were planning on upgrading them to APs and would like to take advantage of the 13 month promotion, but we don't want to activate them when we're there in January. So we'll simply upgrade them to an AP Certificate and then use the AP Certificate when we're ready to activate them.

Thanks for all the info everyone.

I have a question, I was there last week, with a 4 days ticket, activated first the 14th october, and decided to upgrade to the AP the 17th. And now I see on my account that the end date of my pass is August 2017, which would be 13 months since I bought the ticket online but not activated it, is that normal?
