Purchasing Universal annual pass

I dont know if anyone can help, as per previous post when I tried to pay with my debit card, the site wouldn't accept it, although it does seem that the money is floating around in cyberspace, it doesn't show online that Universal have taken the money, but the exact amount is the difference between my balance and available balance. I am assuming that some sort of hold was placed on the cash and it will be released back to my balance. Anyone ever have this happen to them, unsure as to whether I should contact Universal or my bank?
