purchasing ticket thru Undercover Tourist to exchange for DVC AP

What is the best ticket to purchase now if we want to trade it in (after one use) for the DVC annual pass??????

You do not want to get anything from a discounter where the gate value is higher than the value of the AP you want to buy. The system will not allow a refund of a price difference unless there is a managerial approval. Even if you say you don't want a refund, the system will not allow the transaction.

By definition an upgrade is taking one ticket, adding cash (or something similar) and coming up with one ticket with more days and/or options.

So you want to make sure that you will have to make some payment. Note that the price you paid to the discounter does not matter, it is the gate price which is considered.

I was wondering how are taxes calculated.

Some online ticket brokers charge tax & some don't.
So when I go to upgrade my ticket, will Disney only charge me tax on the difference?
(do they have a way of knowing you did not pay tax)

Though I have not done this I have read that the gate price is only considered once a discount ticket is activated. If you try to upgrade the ticket before activation you will only be credited what you paid the discounter. So your best course of action may be to use the ticket to get in the gate, and then go directly to guest services to upgrade to the annual pass.
 

Here's a specific, can I purchase an 8 day Park Hopper + Water Park Fun & More (Fun Visits) and trade that for my DVC AP? The gate price on the 8 day PH+WPF&M is $363.17 (correct?) and my AP price is $414 and change. Do I have to exchange my water park ticket for an PAP or can I just get the regular AP?

according to CF's stcky :
it has to be a PAP if your upgrading from a pass w/ WPF&M
 
An eight day adult hopper with WPF&M has a gate value of $341 plus tax. A DVC AP is $389 plus tax, so the difference is $48 plus $3.12 tax.

Just be aware that if you ppurchased the ticket at a discounter you must use it at least once before upgrading to lock in the gate price. But also if you use one of the WPF&M entries then you can only upgrade to a DVC PAP which is $494 plus tax.

And what is seen in the system is what Disney sold the ticket to the discounter for, not what they sold it to you for.
