I've seen someone say that if purchasing an add on at a different resort through Disney you can purchase as little as 25 points as long as it is the same use year but that if it is a different use year you have to purchase the 160 point minimum. Is this correct?

Technically, an "add-on" is an addition to your Master Contract purchased thru DVC. It will be a separate deed (and could be sold separately), but will have the same Use Year as the Master Contract. The additional contracts will use the same contract number with a suffix variation - .01, .02, .03 . The "add-on" will use the same member number and blue card as your original purchase.

If you want a different Use Year you would need to have a separate contract altogether - 160 points if purchased thru DVC or a small as 25 points thru resale. You would have a second member number and blue card with this new contract.
