The answer to this may be in the stickies, but I haven't seen it yet:

Our family will be staying onsite, so we will have the express passes tied to our hotel key. However, my sister and her child, two years old, will be coming from off site to meet us. I know my sister, who already has her ticket, can purchase an Express Pass to use once for each ride. Her child will not need a ticket, but also would like an "express pass" to use so that she can ride along (on certain rides/attractions) with the rest of us.

Can a child who doesn't have a ticket get an Express Pass? And what if her mother decides not to join us, can we get the child an express pass to use? Not definite on plans, but want to know the options available in planning.

Thanks.

Don't know how many in your family, but if occupancy will allow it, why not just put them on your reservation? It would be an extra $25 a night for the adult, but the express pass would be covered.

You need to consider the difference between purchased Express Pass and the Express Pass you get while staying onsite. The one you purchase will not allow you to ride the same ride multiple times a day. So, if your sister and her child do decide to tag along with a purchased Express Pass, they won't be able to exit Cat in the Hat and then hop back on it again if you all plan to do that.

There are five in our family and I believe that is the limit for the hotel room at Universal. So they would need to buy the express pass, which from what I have read, all must have, including children under 3. So, I was wondering if it was possible for her to buy her child the express pass without having a ticket.

Anyone else know? I guess I can call and find out.

I don't see why not, you don't show your tickets at the express lines. But I am pretty sure she would need an express ticket to go through the line even if she is 3.

children under 3 do not need the park admission ticket.

if staying off site, and the mom buys the express pass for herself to do the express lane, she also needs to buy the express pass for the 2 year old.

all in the express lane need that ticket or room key.

when a family stays on site, even the kids that are one year old get the hotel key to be used as fotl.
