PS without park hours

How on Earth can we make appropriate ps's 90 days in advance, when we find out the park hours and EMH's only 60 days in advance? Makes no sense to me....what am I missing???

We did it and it works out just fine, especially since restaurants only have certain hours. Like, the lates I could get at LTT on a Wednesday in May was 5:55pm, so sometimes the park hours have zilch to do with it. You can always change things around once the hours come out.
