PS for Breakfast in the Park?

Do we need to make PSs for the Breakfast in the Park vouchers?

If it's a character meal, then it's a good idea, otherwise no. I think for breakfast only the Plaza Inn (character) and the Carnation restaurant (non-character) take PSs.
