Program to alter photos?

What program do you use to alter your pictures? I am looking for something that will allow me to leave portions of picture color while making other areas black n white, etc. I also need something that does not cost an arm and a leg. Any suggestions?
 
I personally use Creative Memories - Memory Manager 3.0

It is very user friendly and able to make certain things black and white, eliminate items from backgrounds, etc.

and you can download a nice, free 30 day trial just google photoshop elements free trial (I currently have a phobia of links) :lmao:.

Also, there's an awesome freeware program called GIMP. Completely freeware and very close to elements.:goodvibes

download the free software Gimp 2.6
once you have that, just google 'gimp black white color tutorial' - its actually a lot of fun once you get the hang of it
 
If I remember correctly, I think Photobucket has the capability to do that and more now, for free!

It looks like a pretty good deal. My DH got me a Bamboo tablet and pen, but not the craft package because he couldn't find it at the time. Considering the price of Photoshop Elements alone is around $70, the package is quite a deal.
