As always it depends on the season. VWL is very popular during the holidays and owners book at 11 months for that time. You shouldn't have too much trouble at other times right at 7 months. There is always the waitlist, people switch and cancel all the time.

BUT, since the studios now sleep five, they are extremely popular. So at seven months out, you may have a problem. Especially since VWL is a small resort.

It depends on a lot of factors but you can check anytime after 11 months with the availability tool at DVCmember.com so you can see if it is still available as you are looking and planning.
