Click on user name of person you want to PM and window will open with a start conversation option.

Yes, you can receive PMs, you just can't send them

A person has posted 15 times and I can't start a conversation with her to give her my BOG Adr.

Depends when she posted the last 5 messages. There is sometimes a delay in the ability being enabled. What is the username, I can check if there is a problem.

Sometimes it can take a little while for the system to recognise you have the required number of posts. Hopefully all should be OK now
