Print Shop Programs?

I have The Print Shop Version 21 and I like it, but I wish it had more features. I'd like a program that can take backgrounds out of images and "clean up" images that are pixely.

Is there a program, for under $40, that does those things? I'm hoping someone will tell me that the latest version of The Print Shop does, since I already know how to use it.

right now, paint shop pro is 99 with a few extra programs included...plus they give you a 50 visa card..

so it's slightly over 40, but well worth it..
