If I have a ADR for 4 people at PSD and only 3 show up, will they charge my card $10.00 the missing person?

It is my understanding that they will. Last time I booked there they said the cancellation deadline was 48 hours and I believe that includes reducing the number in your party.

Yes, I read a report last night of a woman who got sick the day of and they charged her the $10.00.

Thanks so much for the replies. I'm glad I remembered that. If my 4th person is unable to come with us, I will try and modify the ressie or get a new one.
