This Halloween season, the Disney Store website seems to have most big-kid costumes in 11/12 and 13/14, for a small upcharge. I'd look for sales and eBay opportunities, esp in November.

Target has up to size 14 in girls with Disney clothing. My 12 yr old DD has no issues finding stuff when needed.
She has also had luck at the Disney store with women's size XS. For reference, she is a size 0 in jeans (which I would equate to a kids 12 Long). She's tall and skinny.
There's a company called Little Adventures that does nice princess dresses (sometimes nicer than the ones we get from Disney) The adult ones are a little spendy but I'm looking at getting one for one of my daughter's friends who is about that age and size.
My seven year old is that size, and she can wear the small adult t-shirts at the Disney store. Target also has XL in kids (14-16) that features some Disney characters. We just got a cute Tsum Tsum Halloween shirt at Target in XL with 3/4 sleeves, which fit her perfectly like regular sleeves. We haven't had much like with costumes from the Disney Store. We have gotten a few things from Etsy and also created our own costumes. I encourage her to do some of the animal characters because those costumes are much easier to create for Halloween, etc.
