In my many years of eating at Goofy's, I have seen that what happens from time to time is that raise their
overall prices (not just the seasonal difference between breakfast and dinner, but an overall price hike, no matter what the season). In other words, they raise the general off-season breakfast price and the overall off-season dinner price, and then the peak season meals would be more expensive as well. That could be what has happened now. Still, $39 seems like a
big leap for off-peak breakfast from $32.21, especially in these tough financial times. So either this is currently considered 'peak season' at DLR and they are charging accordingly, or they have gone crazy and suddenly hiked the off-peak breakfast up by $7 in spite of the flailing economy!!!

When they do raise the prices overall (not the seasonal rates, but just in general), they usually do it by a few dollars, ;ess than ten bucks (usually about $5-$7). I would queston the timing of such large price hikes at this particular moment, however, and Disney could be shooting themselves in the foot by making Goofy's impossible for many folks to eat at. They also may be trying to compensate for the fact that so many people have AP's now and are using their discounts at character meals, so by raising the prices higher they won't be taking as much of a hit when someone whips out the ol' AP!!
I did call
Disneyland Dining in January and specifically asked about the breakfast prices for February, and I was told "32.21 (including the tax and tip)." But the CM also said she was not sure how they would handle any overall price increases in this coming year because of the economy - meaning when they would increase, IF they would increase, by how much would they increase, etc. So as Chesiregirl said, probably best to just call Disneyland Dining directly and get it straight from the horse's mouth. Make sure to specify breakfast or dinner and in which month you are planning on going, so they give you the accurate rate including tax and tip.
These are the
two main guidelines to remember for Goofy's, no matter what the prices increase to be over time:
1) The breakfasts are always cheaper than the dinners at Goofy's.
2) Off-peak is always cheaper than peak season.
