It probably depends on the rental company. Go to one of them and see what cars they offer at those sizes and compare them.

As the PP noted car classes vary at the different rental agencies. In general there isn't a lot of size difference between those categories but you should check with the company you are renting from.

A Premium car is usually not larger than a Fullsize car, but it's generally a better-appointed, more expensive car.

For example, at National Car Rental in the United States, a Chevrolet Malibu is Fullsize, while the similarly sized Buick LaCrosse is Premium.
