Check out the map of the Fort. Not all loops have their own Comfort Stations. But as to which is best is kinda like asking whether you like Coke or Pepsi. Everyone has a preference, but it sometimes comes down to what is available. Since the upgrades, we've only been in 500, even without a pet. We like it, but we stayed in 1400 Outer Loop several times in past years and like that too. Depends on what you want to be close to. There's a bus stop at virtually every loop. You want close to the Marina, or the Meadows, or whatever? You may have to visit a few times to see what suits your needs. Wherever you wind up, you will more than likely enjoy the experience.
