Can you purchase a voucher for a premium AP in the Disney store and receive your DVC discount?

I could be wrong, but I'm pretty sure an AP at the DVC rate can only be purchased online, over the phone or at the parks/DTD.

No. As Tara said, the DVC priced APs can only be purchased by calling MS, from the member website, at any guest relations location, or any theme park ticket window. You will need you membership card and photo ids for all adults showing the same address as the member.
