Premier Passport Question

I apologize if this isn't the right place to post this. For our next trip, DD and I are getting Premier Passports. It says that you can only get the Premier Passports onsite at WDW or DL. I wanted to get access to the AP site so we can know when RO discounts are available for our dates. Does anyone know if I can purchase the AP voucher and then trade up for Premier Passport when we get to WDW?
