When DVD releases more rooms into the points booking category for members after they have sold enough units/points.

Why were all the rooms not released in the beginning?

Once rooms are declared into the association they become available for points based bookings whether they have sold the points or not.

So DVD can no longer use them to rent for cash. So, they declare enough to have points to sell and then declare as they go along.

This way, they can make money off them via cash guests until they declare into DVC.

Some waitlists may come through, and otherwise rooms just don’t book up quite as quickly as before because more rooms are available. It’s not obvious at all.
