pre-teen swimsuit advice

I am curious. Those that buy the justice suits, does your daughter keep the pads in or no? My almost 10 year old is starting to develop (lord help me) and I am looking for something that has some coverage better than a basic thin material but I by no means want padding in her top at this age.

Also, my daughter used to be a stick but now has that prepubescent stomach fat and hips starting along with the ****s. She isn't chunky but her torso is changing. She has quickly grown out of size 10 and even size 12 do not fit well. She is 58 inches tall. Where else besides justice do you shop for anything once they start growing out of kids sizes. I dread Juniors departments. She is too young and isn't really into clothes that much yet anyway.
 
I've had good luck buying my DDs clothes and swimsuits at GAPkids. I bought DD a swimsuit there last summer that she LOVES. It was a bikini top (with pads, but she was self conscious and took them out) and boyshort bottom, so not too revealing. I would love to get her another similar one, but haven't started looking yet. I have also gotten suits this year at Target. I found that their kids size 14/16 is good for them. They have the styles that they like, but they are not big enough for the junior tops yet.

As far as clothes, we just went on the Magic on 3/19 and I tried last summer's clothes on my girls for over an hour each! Almost nothing from last year fit my oldest. I have just ordered her lots of clothes from Gap. She is NOT a plus size in real life, but does not have "hips" or much of a chest yet, so even adult XS don't fit right. She weighs about 100 lbs and is 58" tall, so is not a big girl, but does have that changing thing going on. I find that Gap clothes are for the VERY skinny girl and both of mine are not that so I buy them the "Plus" sizes for the pants and shorts at least. They all have the adjustable waist, so I can make them fit. That gives them a little more room in the seat/hips and waist area, but doesn't swamp them with being way too long. Other stores "plus" sizes are truly too big for my kids, but Gap seems to be ok. Just a thought...
 
Thought I'd update everyone~ ended up with 2 swimsuits~ one from the Kohls Junior department and one from Target's womens' department (womens' small). The one from Kohls jrs in more french cut on the bottom and DH isn't thrilled~ but it isn't that bad. The one from Target's womens' is great~ cute 2 piece with material! LOL AND, is in their mix and match section~ so if she needs another one, we can easily get one in a different color! The x smalls in the women's dept at Old Navy did not work~ too big.
