Pre-cruise hotel through DCL - is this normal?

We booked a Dec 2022 cruise out of Galveston in June (the first week it was available), and requested the Hilton for the night before. At that time our TA said the Hilton wasn't available to book at the time, we were on a waitlist for when it is available, and she would let us know when it was.

We've only booked 3 cruises before (2 Port Canaveral, 1 New Orleans), and the pre-cruise hotel was always added when we booked the first week it was available.

Is it normal for the hotel to not be available when booking first opens, and if so, how long does it take for availability to open?
 
Have you priced the hotel directly, and not through DCL. Just curious if there is a price difference.
