Is the registration open for the 5K in January at Animal Kingdom? I can't seem to find it...

I'm not sure if it's just been a really long day or if it's not there.

No, it hasn't except for DVC/Cast member paper application(which I mail mine in on 1/18). Disney said online will be up by end of this month.
