Post Office Workers...I have a question

??? Um, yes the USPS agrees-she has the right to refuse that mail. It's in the manual (a pp linked it upthread) and I'm a carrier and send back refused mail all the time-I know how it works :)

Missed that. My bad. So why hasn't it been dealt with like that? Anything in the manual to explain it?
 
Yes, it was discussed upthread that, because it was left in a collection box to be returned, rather than with a carrier (like, from your own mailbox) that the automated processing equipment was reading the barcode on it (from the origional delivery) and re-sorting it to her address (basically, it is looping). The automated equipment doesn't read endorsements like refused, unknown, ect...a human clerk has to process those.
