The question of will there be a new park announced overseas in the next 10 years is silly. It's really how many?
I say we see two parks, HKD is looking like a good candidate even if today's leak isn't true. If I had to choose a second... I like Mumbai. It fits with their traditional idea of getting into markets early, and introducing their brand to millions before competitors move in. Then depending on how this whole SDL goes, they could move in for a second one there.
I'm dubious about Dubai. Last time through, Dubailand got totally ruined by the economy. Working in a developed market like that with high competition and the likelihood of not getting favorable government deals is not Disney's MO. I expect them to continue to exploit markets like Shanghai; where they can shape theme park expectations in their own image.
Brazil and Korea (there are cultural hostilities, but I'm not sure if they could single handedly support one) are both covered by existing Disney properties. They don't want to steal visitors from other Disneylands (and WDW).
Disneyland, I think they'd rather build hotels and optimize existing properties. We'll see.
