When free dining is offered, is Port Orleans Riverside considered regular or quick service dining for free?

I just read something from last year that makes me think it's only quick service free dining is offered.

POR is a moderate resort, and in the past, mods have had the regular dining plan.

Regular Dining Plan would be included (FD) with Port Orleans since listed as MODERATE resort.

POR is a moderate resort. Moderates and deluxe receive the regular DDP. Values receive QS.
