We have just booked a trip for March at PO-Riverside for Mardi Gras. We are also planning to take our two small dogs with us as my wife has long wanted to take our dogs with us to WDW. We are staying for 3 days and I will be going to Epcot one day for the Flower and Garden festival, but most of the time we will be enjoying Port Orleans and out dogs.

There is an annual Mardi Gras golf cart parade that is put on by the Cast Members in celebration of Mardi Gras. Will we be able to walk our dogs along the path in-between Riverside and French Quarter to view the parade. We don't want to start the "Dog at Disney" controversy all over but we are really looking foward to this trip and don't want to have any problems. Any help would be appreciated.

The only official statement I've seen on this matter is that dogs can't be in food service areas, pool areas, or fitness center areas (and club lounges if the resort has one). As far as I know, dogs can be in any other public areas of the resort as long as they're leashed or crated.

So yes, I take that to mean that you can walk your dog along any paths at the resort. I would stay on the POR side, though, as POFQ is not one of the dog-friendly resorts.
