Does the window to book your port excursions open at a specific time on the 75th day or is It just whenever Disney decides to unlock them? Thanks

Both the excursion/activity booking window and the online check in window open at midnight, eastern time.

Now, on occasion, one window or the other may be delayed (anywhere from a few minutes to hours) opening. And, rarely, both may be delayed.
