Does anyone know if DCL still plans to move forward with the planned construction at the Port Canaveral Terminal over the summer? I think they were supposed to start around now.
Technically it is the Port authority that is doing the construction. Not sure when they are supposed to start officially the dates I have seen are just June through October so they should start in a few weeks if the project hasn't been delayed.
The new terminals are to accommodate the new ships. Since the ships will still be built (perhaps delayed) I would think the terminals still need to be completed.
Yes, upgrade to CT-8 (Disney Terminal) and expansion and upgrading to CT-10 (Norwegian Terminal) that DCL will share with NCL with the commission of the new ships. They'll be adding parking, expanded bus access, curb side drop off spaces and luggage handling facilities as well.

I've seen reports that NCL might be at risk. Don't know how realistic that is though. But even if they do go under (no pun intended) the ships are still a valuable asset to somebody. Perhaps an other cruise line would acquire them.
DCL staff has also been moved from their office in CT8 to new permanent offices - so yes, this is happening (as per reports from Port Canaveral and a non-official Disney blog)
