What's the best strategy for above? Bus to MK then boat to WL?

That's what I would do. I love taking those little launches from the MK.

You could also take a bus to any park, then get on the WL bus.

You could also take a bus or the boat to DTD and take a WL bus, but I wouldn't do this unless I had to do something in DTD.

I agree with avoiding DTD as a transfer point unless it is the only option.
