Are the Royal Rooms at POR excluded from FD or RO discounts?

I was booked for a POR Royal Room last September with the room only discount. I was able to get free dining at POFQ a couple weeks later so I ended up switching. But it seems they do not exclude the Royal Rooms from the discounts. It is usually just the brand new resorts that just open that aren't included right away.

Last October we got a RR River view and free dining but no room discount. Was still a good deal for a week long trip.

We have a RR already booked.....Hoping to be able to apply the FD when it comes out and stay that room, but we prepared to switch rooms if need be. FD saves us a bundle!!
