Pop Century's tax rate

How come the tax on Pop Century is less than that of the All Stars?

My guess is that the All Stars is in the next county much like the AKL.

Pop Century is located in Orange County while the All-Stars are in Osceola County. The counties have different tax rates, thus the difference between the two hotels.
