Pool hopping

I have never read a whole thread on the pool hopping issue.
I have just seen comments here and there about how wrong it is for some, but not for others.

Can someone clarify who is and who isn't allowed to pool hop?

I am guessing that the people that stay in deluxe resorts can pool hop and the people that stay in value can't?
Is this a written rule, or just peoples opinion?
Not trying to start a debate, just wondering.

The rules are No Pool Hopping for anyone, unless you are a Disney Vacation Club member.

They can pool hop with restrictions, to any pool except SAB at the Yacht and Beach and the pool at the AKL.

The restriction for DVC members are provided to them on their member website and in the magazine we recieve. There are blackout dates that DVC can not pool hop due to high crowds.

If you are staying at any All Star resort you can use the other All Star pools. If you are staying at Port Orleans you can use either the pools at Riverside or French Quarter.
 
DVC owners who staying at a WDW resort (usually a DVC resort) using their DVC points can pool hop at the other resort pools. This privilege does not apply to the Stormalong Bay pool at BC or the pool at AKL. The pool hop privilege is also not available during certain peak times. Other resort guests do not have a formal right to pool hop
 
There are 2 sets of "Sister resorts" where pool hopping and refillable mug mingling is allowed. The AllStars and POR/FQ.

AllStar guests can use any AllStar pool and fill up their mugs at any Allstar Food COurt.

POR/FQ guests can use any POR/FQ pool and fill up their mugs at any POR/FQ food court.

The only other exception that I am aware of is DVC as explained by Sammie above.
 

And yes, it is a written rule. There are signs at all resort pools saying that use of the pool is only permitted for guests of that resort. SAB at YC/BC gives out wristbands to identify resort guests, and other resorts seem to do random resort ID checks. A few years ago when I was at WL, the guard even walked down to the beach and asked each person there for their ID. One family was asked to leave when they couldn't produce WL resort IDs.
