Pool Hopping Black out Dates

Next year we'll be at Disney right around the 4th of July. According to this year's calendar that is one of the black out periods for pool hopping. Does anyone know if this only applies to DVC resorts or does it apply to all resorts?

The reason I ask is that we are hoping to stay at BLT and would love to hop over to the other monorail resorts and try their pools if allowed.

During blackout dates there is no pool hopping allowed at all for DVC Members.
