Political: Kerry's acceptance of gift

My experience as a goverment contractor is that a federal employee cannot accept gifts or meals from the contractor. As a matter of fact, to lesson the apperance of impropriety, a 'tip' cup is placed on the table when the contractor provides a meal (i.e. buffet or box lunch). The employee would pay for their share by placing the money in the cup (if they do at all). Ok, small example, but, what is the actual rule to a federal employee accepting gifts from contractors, unions, and the like? Is there a dollar amount that the gift's value is not to exceed?

Apparently, no one is saying that it is illegal for Kerry to accept this gun. And I don't care if he did receive this small token (at least it was in the open). I do find it ironic that he would accept this gift though, if it was on the list of guns he wanted banned. But that is another thread, another time.
 
There is a cash limit on the amount of the gift. $250 comes to mind. There is also another reason that he may not have been able to accept the gift. He may not have completed the appropriate fire arms paper work required.
