I think OP might be referring to DVC points - DVC is Disney Vacation Club - kind of like timeshare ownership at Disney - and DVC owners can rent their "points" to non-members for a certain dollar amount. You can check out the DVC Rent/Trade discussion thread here on the DIS for more information.
I am assuming you are talking about buying / renting points from a current DVC owner. DVC is based on a point system rather than a defined week or weeks at a particular resort. If you would like to stay in a DVC Villa it is typically much less expensive to rent points from a member than the cost for you to make that reservation directly through Disney. Depending on timing and location the savings can be 50% or more.
