I know to buy thru Disney first time you have to purchase 150 points, but to buy thur resale for first time do you have to purchase 150 points or can you purchase smaller amounts?

No, you may purchase any resale contract that is available, no matter how large or how small.

Purchasing and passing ROFR are two different things though. It has been reported that Disney will excersise ROFR on the small contracts more readily than on the larger ones, so be sure your resaler is giving you good advice on how to price your bid.
