Points useage and booking question

My use year is February and we are at SSR right now using our 2013 and 2014 points. We would like to return in February 2015 for 3 weeks as we plan to get married here.

My online DVC account shows points available for 2015 and 2016.

This has confused me a little as I had thought if I book at my 11 month window so in March 2014, I would only be able to use my 2015 points. I would like to be able to use my 2016 points too. Can anyone confirm if I can actually do this?

If not, why does Disney allow you to see the points if you can't use and show them as available for use?

You can use both your 2015 and borrow your 2016 points for a vacation in Feb of 2015. You will be in your 2015 use year by the time you are traveling. It doesn't matter when you book just the use year of when you travel for which points can be used. If you had any leftover 2014 points they could be banked and used as well.
