That's pretty much the norm but some programs might do it. You have to read the terms of service for your card.

BTW, cash advances start to accrue interest from the time that you take them out. The interest rate can be outrageously high and very different from the rate that you pay on purchases. Be very careful if you're thinking of doing this. There are less expensive ways to get immediate cash.
