Point Transfer Rules?

Where can I find the rules in regard to points transfer?

Questions-

1. How often can someone transfer points into my account?
2. When points are transferred do they keep there user year and home resort?
3. How often can I transfer points to someone else's account?

You can transfer points EITHER in or out, but not both, in a single year. You can transfer in/out as many times as you want in a year, I think. The points are supposed to retain their original use year, but, in practice, they don't. They take on the use year of the account that they are going in to. As for the year, you can only transfer 2006 into a 2006 use year, you cannot transfer points from 2005 into an account that is already into its 2006 use year, regardless of the actual year. In other words, while we are in 2006 now, my August account is still in 2005, so only 2005 points can be transferred into that account to use now. If 2006 points go into that account, I can't use them until August 2006 arrives.

My home resort is SSR. What happens if some one transfers me points from BCV? Will I be able to use them at SSR at the 11 month window or do I need to wait until the 7 month?

Once the points are in your account, their original home resort tends to get lost, unless you get a zealous CM who decides to check into the points origin. If no one checks, you will be able to use them at the 11 month window, but that isn't a guarantee, it's just the way things normally work out.
