You can only conduct one transfer per use year. So, if you could find two people with points in different use years, both transferable then you can bank from the earlier year into the later year (assuming they are consecutive use years) to get enough points in one year. (Note: transfered points can only be banked, not borrowed.)
So if I understand it correctly, you CAN transfer points that you have BANKED??? Very new to this process. I have a contract in "ROFR" with 45 2005 points, use year Dec. (obvisouly banked points). I want to transfer/rent those points if I am rewarded with the contract. Is this ok?

I want to be clear. The rules say you cannot transfer banked or borrowed points and they have generally stuck to that rule. However in very special circumstances, certain allowances have been made in this and other ares. The only time one could even expect this to come up as a possibility is when there is no other choice and you have a single owner of multiple contracts. Things like exchanges that take a lot of points or to reserve a single night where you don't have enough points to do so in one contract are the only situations I think it's even a possibility. I was mainly pointing out there are rules and there are frequently exceptions to rules if ones knows about them. With DVC, there are many examples of areas where the written and stated rules are not always the case.
I wasn't referring to more than 1 transfer in a use year but rather one transfer this use year, bank the points, then one next use year. The other exception is if you have multiple master contracts, you may receive one per contract. One person has been told by MS they can no longer do this but my and a couple of others experience is to the contrary. You could also do do part as a transfer and part by renting a reservation from another member and linking to what you reserve with the points in your account. My main point was that there are ways to get things done if you need to.
I have purchased a resale DVC contract with uy Dec. It has 45 2005 pts banked. They have to be used by Nov. 31 2007. We have a trip booked for Dec. 2007, so I cannot use these points. What are my options on what to do with these points. Since they are banked, I cannot transfer them to a member whom would use them before Nov.31 2007. Do I have this understood right?

That is correct. But you could rent them, use them at DVC, use the for other exchange options like concierge, do an exchange with II or deposit time in II for a future possible exchange. Many of these options would take more points than you have to use up but you could use the non distressed points with those banked ones if need be. Personally I'd try to rent them.
