If points were banked, from last year into this year.
It is now this year.
Can those points now be transferred?

If not, and the points expire in 60 days, what the options for using these points, if one is not planning on going to DisneyWorld in that time frame?

Is an REI type transfer possible, within this time frame?

I'm confused by your comment about banking them from "last year into this year". It sounds like you have an April Use Year. So are these points Apr 2008 UY points that you banked into your Apr 2009 UY, or were they Apr 2007 UY points that you banked into your Apr 2008 UY? If they were '08 points banked into your '09 UY, your '09 UY hasn't even started yet so you still have until Mar 31, 2010 to use them. If they were Apr '07 pts banked into your Apr '08 UY, then they expire on Mar 31 of this year.

Banked points cannot be transferred. For example, if these were Apr 2008 points banked into your 2009 UY, they are not the same as Apr 2009 UY points. The Apr '09 points can be banked into your 2010 UY (subject to the banking deadlines) while the "Apr '08 points banked into your 2009 UY" cannot be banked again and cannot be transferred. They retain their status as "banked points" even after the start of the UY into which they were banked.

I'm not familiar with trading out so I don't know if you can deposit those points into RCI. Your other option would be to offer them for rent, in other words, offer to make a reservation for someone using those banked points. The risk there is that if they are Apr '07 pts banked into your 2008 UY, then they do expire on Mar 31, 2009 so availability will be an issue since you could only book something for Feb or Mar '09. You would also want to get full payment from the renter as soon as the reservation is made.

They are points banked from last year into this year (points that would have expired in March 2008, had I not banked them last year).

I think that the best thing you can do is plan a quick trip to Disney if you can get a reservation....

It would be a shame to let those points to just go up in smoke.

You could rent them, although you'd probably get less than the going rate since the travel time is soon.

I rented them (well I don't have any money yet, but I have the reservations made for people, one for the 1st week in March, one for the last).
I was really uncomfortable doing this at first, but it seems to be working out so far.
To get the numbers to come out right, I did end up dipping into my next years points. So if the people who asked for the reservations, fail to pay me, I lose some of next years points as well.

Yes. There may be some restrictions based on the UY of the points and whether you are past the banking window. Someone with more experience with transferring may offer more information, otherwise call MS and ask.

Thanks Lisa. Funny, I did call MS and asked - twice. Guess what? 2 different answers. :( One yes and one no. I'll try again and see if I get 2 of a kind. I think I can transfer, and it would be to myself - another contract and use year, and it would be early enough in the game - before the banking deadline so I should be ok. Thanks for answering though.
