point transfer - both Member #s required??

I just called twice and both times MS said I couldn't transfer to the other person unless I had their Member #. Is this a new policy? Should I just keep calling back again? I said I had their address and phone # to verify they said I needed that too. :confused3
 
just to update, after my 3rd call I did get someone to do the transfer without the other person's Member ID.
