Point Charts 2009 vs 2010

I am not an owner but my sister is and I have been through sales presentations for Boardwalk and Kidani. My husband would like to purchase but I am not convinced. Anyhow, I was looking at the points charts and was going to suggest that my sister try to get BLT at the 7-month window for a Nov 2010 trip. She will be making a reservation at Kidani at 11 months but I'm trying to convince her to try another resort. She has 167 points to work with and doesn't want to borrow from the next year. I accidentally was looking at 2009 BLT points charts and thought she would have had enough points for 5 weekday nights in a 2 bedroom standard view at BLT but for 2010 it will take 185 points (Choice season) and she won't have enough. Do the amount of points required to get certains units go up each year? I know that when my sister purchased, her 160 points could get her a 1 bedroom for a week at her home resort most times of the year. If the points needed keep creeping up year after year, will she only be able to get a studio if she doesn't add on points? Somehow I thought we were told that at the time of purchase the points required would not go up and her purchase would buy her this certain unit for this amount of days at this time of year. Or am I confusing this with another property...maybe Hyatt?
 
Total number of points needed to reserve a specific resort for the entire year can not change. The points can be reallocated within the chart between room sizes and seasons.

The 2010 reallocation is the second in DVC history, the first was in 1996.
